Global Talks on Plastic Pollution Have Officially Begun
Release time:
Nov 22,2023
Plastic pollution is one of the most significant and highly concerned global environmental issues at present, and there are several multilateral environmental agreements dealing with plastic pollution, such as the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Stockholm Convention on Persistent Organic Pollutants, and the International Maritime Organization (MO) responsible for the management of plastic waste related to ship transport. But each of the three focuses on hazardous waste, persistent organic pollutants (POPs) and Marine pollution. Plastic pollution itself has lacked a systematic and direct international agreement to promote related pollution prevention efforts.
From November 13 to 19, the Third Intergovernmental Negotiating Conference on the Plastics Treaty (INC-3) was held at the United Nations Environment Programme (UNEP) headquarters in Nairobi, Kenya.

This INC-3 meeting is mainly based on the "zero draft" for further discussion, and the second part of the "zero draft" - the full life cycle of plastics and plastic products, still retains the more anxious discussion content of INC-2. "For example, whether plastic polymers need to be included in the lifecycle of plastic pollution control is still controversial. Some countries insist that it should be limited and reduced as an important factor in the production of virgin plastics, while others oppose it, arguing that the plastic instrument should focus on managing plastic pollution rather than eliminating it. This is also a controversial hot topic during the conference.
On November 15, China and the United States issued the "Sunnylands Statement on Strengthening Cooperation to Address the Climate Crisis", in which they stated that they will cooperate on circular economy and resource efficiency: China and the United States are determined to end plastic pollution, and will work with parties to develop a legally binding international instrument on plastic pollution, including plastic pollution in the Marine environment. The statement, issued during the third international negotiations on plastic pollution, sends a positive signal for the current global coordinated response to plastic pollution.
